Cities in Asia and the Pacific need to plan for a warmer world. This would require moving beyond business-as-usual urban development, to ensure understanding of climate and disaster risk is at the heart of every single decision that a city makes. Risk-informed planning, investment and financing would need to play a critical role in enabling this shift and ensuring the benefits of resilience are effective and leaves no one behind.
This session aims to discuss the importance, lessons learnt, and opportunities for pursuing risk-informed urban development.
The Insight Moment will be delivered by Arghya Sinha Roy, who is involved in the implementation of climate priorities and targets from the Asian Development Bank (ADB) by supporting client governments in strengthening climate adaptation related policies, plans and investments and access climate finance. As a Principal Climate Change Specialist, he has more than 19 years of international experience in the field of climate and disaster resilience, especially in the context of urban resilience, resilient infrastructure, community resilience and post-disaster recovery and reconstruction.
He has been working on disaster and climate resilience related issues since 2003. From 2004-2012, he worked with the Asian Disaster Preparedness Center on strengthening capacities of countries to integrate disaster risk management considerations into national and local development processes. Since 2012, Arghya has been working with the ADB, in supporting ADB scale up investments in climate and disaster resilience. He has a master’s degree in urban and regional planning from CEPT University, India.
In the context of urban resilience, the Asian Development Bank has been involved in designing and implementing projects related to risk-sensitive land use planning, urban services and infrastructure resilience, nature-based solutions, resilience solutions for urban informal settlements, and scaling up climate finance through urban development.
