The Renewable Energy Working Group for Sub-Saharan Africa and North Africa has evolved into a structured project acceleration platform connecting municipalities, financing institutions, and technical partners.
Following the workshops in Nairobi (2023), Dar es Salaam (2024), and Tunis (2024), participating cities worked closely with Connective Cities, the City Climate Finance Gap Fund, RoAid, and additional partners to transform renewable energy concepts into structured and finance-oriented project pipelines.
The Working Group operated through two dedicated sub-streams:
• E-Mobility
• Renewable Energy for Mini-Grids and Public Buildings
Concrete Results Achieved
The Working Group delivered tangible outcomes:
• A consolidated pipeline of renewable energy and e-mobility projects across Sub-Saharan Africa and North Africa
• Structured project fiches aligned with international financing standards
• Identification of project maturity gaps and technical preparation needs
• Direct linkage of selected municipalities to technical assistance mechanisms (Gap Fund, ELENA, AfDB, EIB)
• Strengthened institutional capacity for energy transition planning
Several cities progressed from early-stage concepts to clearly defined feasibility pathways and funding preparation steps.
Strategic Partnerships
The collaboration with the City Climate Finance Gap Fund has enabled early-stage technical preparation for selected projects.
RoAid contributed practical implementation expertise and additional technical perspectives.
Through these partnerships, the Working Group has moved beyond knowledge exchange toward implementation-oriented cooperation.
The Next Phase
The Renewable Energy Working Group now enters its next stage:
• Deepened project preparation and feasibility support
• Structured support for funding applications
• Bundling of municipal projects to increase bankability
• Strengthened dialogue with international financing institutions
• Introduction of AI-supported portfolio visualisation tools to enhance project visibility and investor readiness
The Working Group will continue as a long-term acceleration mechanism for renewable energy deployment in African municipalities.

Arbeitsgruppe Erneuerbare Energien
Ergebnisse, strategische Partnerschaften und Zukunftspfad
Die Arbeitsgruppe Erneuerbare Energien für Subsahara-Afrika und Nordafrika hat sich zu einer strukturierten Projektbeschleunigungsplattform entwickelt, die Kommunen, Finanzinstitutionen und technische Partner miteinander verbindet.
Aufbauend auf den Workshops in Nairobi (2023), Dar es Salaam (2024) und Tunis (2024) haben die beteiligten Städte gemeinsam mit Connective Cities, dem City Climate Finance Gap Fund, RoAid sowie weiteren Partnern konkrete Projektpipelines im Bereich erneuerbare Energien entwickelt und strukturiert.
Die Arbeitsgruppe war in zwei thematische Stränge gegliedert:
• Elektromobilität
• Erneuerbare Energien für Mini-Grids und öffentliche Gebäude
Konkrete Ergebnisse
Die Arbeitsgruppe erzielte greifbare Resultate:
• Konsolidierte Projektpipelines für erneuerbare Energien und Elektromobilität in Subsahara-Afrika und Nordafrika
• Strukturierte Projektsteckbriefe gemäß internationalen Finanzierungsanforderungen
• Identifizierung von Reifegradlücken und Vorbereitungsbedarfen
• Direkte Anbindung ausgewählter Städte an technische Assistenzinstrumente (Gap Fund, AfDB, EIB und andere)
• Stärkung institutioneller Kapazitäten für kommunale Energiewendeprojekte
Mehrere Städte haben den Übergang von Projektideen zu klar definierten Machbarkeits- und Finanzierungsprozessen vollzogen.
Strategische Partnerschaften
Die Zusammenarbeit mit dem City Climate Finance Gap Fund ermöglicht die technische Vorbereitung ausgewählter Projekte in der Frühphase.
RoAid bringt praktische Implementierungserfahrung und technische Expertise ein.
Die Arbeitsgruppe hat sich damit von einer reinen Austauschplattform zu einem umsetzungsorientierten Kooperationsmechanismus entwickelt.
Nächste Schritte
Zunächst wird die Arbeitsgruppe in eine Alumni-Phase übergehen.
In diesem Rahmen werden gemeinsam mit den beteiligten Städten und Partnern konkrete nächste Schritte definiert.
Ziel ist es, auf Basis der bisherigen Ergebnisse die strategische Ausrichtung für eine mögliche nächste Entwicklungsstufe festzulegen.
Mögliche Schwerpunkte für eine Fortführung könnten sein:
• Vertiefte Projektvorbereitung und Machbarkeitsstudien
• Strukturierte Unterstützung bei Förder- und Finanzierungsanträgen
• Bündelung kommunaler Projekte zur Erhöhung der Bankfähigkeit
• Intensivierter Dialog mit internationalen Finanzinstitutionen
• Einführung KI-gestützter Portfolio-Visualisierungen zur Steigerung der Investorenattraktivität
Die weitere Ausgestaltung erfolgt in enger Abstimmung mit den teilnehmenden Städten und Finanzierungspartnern.
Aufzeichnung und Dokumentation werden im Anschluss veröffentlicht.

Résultats, partenariats stratégiques et perspectives futures
Le Groupe de Travail Énergies Renouvelables pour l’Afrique subsaharienne et l’Afrique du Nord s’est progressivement structuré en plateforme d’accélération de projets, réunissant municipalités, institutions financières et partenaires techniques.
À la suite des ateliers organisés à Nairobi (2023), Dar es Salaam (2024) et Tunis (2024), les villes participantes ont collaboré étroitement avec Connective Cities, le City Climate Finance Gap Fund, RoAid et d’autres partenaires afin de transformer des concepts de projets en portefeuilles structurés et orientés vers le financement.
Le Groupe de Travail s’est articulé autour de deux sous-groupes thématiques :
• Mobilité électrique
• Énergies renouvelables pour mini-réseaux et bâtiments publics
Résultats concrets obtenus
Les travaux ont permis :
• La constitution d’un portefeuille consolidé de projets d’énergies renouvelables et de mobilité électrique
• L’élaboration de fiches projets conformes aux standards internationaux de financement
• L’identification des besoins en maturation technique et institutionnelle
• La mise en relation directe de certaines municipalités avec des mécanismes d’assistance technique (Gap Fund, AfDB, EIB)
• Le renforcement des capacités institutionnelles en matière de transition énergétique
Plusieurs villes ont progressé d’une phase conceptuelle vers des démarches structurées d’études de faisabilité et de préparation au financement.
Partenariats stratégiques
La coopération avec le City Climate Finance Gap Fund a permis d’appuyer la préparation technique de projets prioritaires.
RoAid a apporté une expertise opérationnelle complémentaire et une expérience concrète en matière de mise en œuvre.
Le Groupe de Travail dépasse désormais le simple échange d’expériences pour s’inscrire dans une dynamique orientée vers la mise en œuvre.
Prochaines étapes
Le Groupe de Travail entrera dans un premier temps dans une phase « Alumni ».
Durant cette période, les prochaines étapes concrètes seront définies conjointement avec les municipalités participantes et les partenaires institutionnels.
Sur la base des résultats obtenus, l’objectif est de clarifier l’orientation stratégique et la structure d’une éventuelle phase de développement ultérieure.
Les axes de travail envisagés pourraient inclure :
• Approfondissement de la préparation des projets et des études de faisabilité
• Appui structuré à la préparation des demandes de financement
• Regroupement (bundling) de projets municipaux afin d’améliorer leur bancabilité
• Renforcement du dialogue avec les institutions financières internationales
• Introduction d’outils de visualisation de portefeuilles assistés par intelligence artificielle afin d’accroître la visibilité auprès des investisseurs
L’évolution future du Groupe de Travail sera élaborée en étroite concertation avec les villes participantes et les partenaires financiers.
L’enregistrement et la documentation seront publiés à l’issue de la session de présentation des résultats.
