Connective Cities learning process provides the participating municipalities the opportunity to address urbanisation-induced warming through an integrated approach that focuses on 1) climate mitigation through carbon reduction in building stock, 2) improving outdoor thermal comfort by optimising the urban form (climate adaptation), and 3) the overarching practices governing municipal action for the reduction of carbon emissions in building stock and improving outdoor thermal comfort. The following thematic topics are the focus of the learning process:
- Pathways for carbon emission reduction in building stock (climate mitigation)
- Construction and reconstruction of urban space to improve outdoor thermal comfort (climate adaptation)
- Municipal practices and procedures governing action in the above-mentioned key spheres of action
The learning process employs a modular approach with the following objectives:
- Supporting the participating municipalities in devising solutions (including strategic plans) via peer learning and tailored technical advisory to achieve their desired goals of carbon emission reduction in their building stock and improving outdoor thermal comfort. These include both hard and soft interventions.
- Developing the competences of participants to lead organisational changes related to improving procedures and methods relevant for simulating various scenarios to meet the desired carbon emission reduction goals in their building stock and the improvement of outdoor thermal comfort.
- Supporting the participating municipalities in risk assessment and spatial mapping of heat vulnerability in urban areas, as well as updating climate data for municipal decision making influencing the achievement of their desired goals of carbon emission reduction in building stock and improving outdoor thermal comfort.
The Methodology:
As part of the learning process, good practices will be showcased on the reduction of carbon emissions in building stock and improving outdoor thermal comfort as well as examples of faltering implementation in these key spheres of action. Participating municipalities will engage in peer learning to devise solutions to achieve their desired goals of carbon reduction in their building stock and improving outdoor thermal comfort. These solutions include both hard and soft interventions. The formulated solutions can also induce organisational changes to improve procedures, methods, and data availability.
